In an upbeat state-of the state address Tuesday evening, Gov. Sam Brownback said, “We have become the shining city on the hill and the champions for life.”  The  pro-life excerpts from the speech are here.

Gov. Brownback has asked for a change in the judicial selection method for the State Supreme Court which aligns with KFL’s top legislative priority this year.

KFL opposes the secretive deliberations that choose Kansas Supreme Court justices. Any change in selection method must be approved first by 2/3 of the House and Senate and then gain the assent of the public on the the 2016 ballot.

Brownback supports dumping the current selection method in his speech:“The Legislature should put before Kansas voters a proposed Constitutional amendment for a more democratic selection process for our Supreme Court justices. Kansas is the only state in the country where the selection of Supreme Court justices is controlled by a handful of lawyers.[and]…removes the people of Kansas from the process of selecting judges.”

As an example of an unprincipled judiciary, a Kansas district court has issued a temporary injunction on the Unborn Child Protection from Dismemberment Abortion Act and declared a right to abortion exists in Kansas’ pre-Civil War constitution! Kansans now await a ruling from the State Court of Appeals –at any time– on that injunction.

PLANNED PARENTHOOD DEFUNDING
no PPWhat  the mainstream media took note of was the Governor’s announcement on Planned Parenthood. “Today, I am directing [KDHE] Secretary Susan Mosier to ensure that not a single dollar of taxpayer money goes to Planned Parenthood through our Medicaid program I welcome legislation that would enshrine this directive in state law.”

In the Associated Press coverage, the lobbyist for Planned Parenthood of Kansas Mid-Missouri said that $61,000 was at stake and that they intend to fight for it. Medicaid provision for low-income health is jointly subsidized by federal and state monies.

Under Gov. Brownback, Kansas has already insured that $370,000.00 in annual Title X reproductive health money for low-income patients is prioritized to full-service public clinics and hospitals. Planned Parenthood–failing to meet those qualifications– challenged this annually renewed prioritization in court and lost at the federal appellate level.

Brownback received extended applause last night after this segment of the speech: “In 2011, I signed legislation stopping most taxpayer funding from going to Planned Parenthood.  The time has come to finish the job. Planned Parenthood’s trafficking of baby body parts is antithetical to our belief in human dignity.

The AP also quoted Kansas Attorney General, Derek Schmidt, as promising to defend withholding this funding from Planned Parenthood.

Planned Parenthood filed suit today to get the court to force Kansas to give them nearly one-third million dollars in tax money. (see court filings: motion here. memo here, and complaint here)

The newly approved  Kansas Budget directs that family planning services financed in any way under “Title X” federal rules must be contracted primarily with public health clinics and secondarily with qualified non-public hospitals or health centers that provide comprehensive health care–primary and preventative.

In plain language, Kansas wants to support the local health clinics that see patients of all ages and provide a wide range of services including immunizations, screenings, physicals, and referrals.  These health clinics are easily accessible, important to a community, and serve the poor.

By definition of their limited practices, Planned Parenthood fails in this mission. (more…)

WASHINGTON —  The U.S. House of Representatives is scheduled to take up a major pro-life bill — the No Taxpayer Funding for Abortion Act (H.R. 3) — on or about Wednesday, May 4, 2011.

National Right to Life urges you to promptly contact your U.S. House representative  to urge him or her to support H.R. 3, and to oppose all amendments that may be offered by opponents of the bill.  Go here for an easy way to send a brief note to our 4 U.S. reps.

Currently, there is a patchwork of different federal laws that restrict federal funding of abortion.  However, many of these restrictions (such as the well-known Hyde Amendment, which applies to the federal Medicaid program) expire every year — which forces the pro-life side to re-fight the same battles in Congress, year after year. 

Moreover, in a number of federal programs — notably, some major new programs created by the massive Obama health care law in 2010 — federal subsidies for abortion are currently permissible under law.  H.R. 3 would replace this leaky patchwork with a permanent, government-wide prohibition on federal funding of abortion and federal subsidies for health plans that cover abortion.

The No Taxpayer Funding for Abortion Act is sponsored by Congressman Chris Smith (R-NJ) and Congressman Dan Lipinski (D-Il.), the co-chairs of the House Pro-Life Caucus.  Click here for list of co-sponsors of the bill.

KANSAS DEFUNDING ON TRACK
Meanwhile, back in Topeka, the state budget currently contains a provision redirecting Title X federal family planning funds AWAY from Planned Parenthood and to state health clinics.  No women will be without pregnancy-related services, and even better, approximately $300,000 in tax moneys will be augmenting full-service medical care for lower income men and women of all ages–instead of underwriting Planned Parenthood.

We counted 38 (both presenters & attendees) at today's PP rally/march in Topeka

Planned Parenthood rallied their troops today in Topeka to fight state and federal defunding bans.  But even the 72-degree temperature couldn’t lure more than 38 people, including abortion industry lobbyists.

The desperation is palpable.  Unitarian minister Tom Belote warned the group that women will die of cancer if Planned Parenthood loses tax money.

That was an obvious reference to breast cancer, since the group waved pink signs, referencing the pink-ribbon Komen anti-breast cancer campaign.  However Planned Parenthood does NOT provide mammograms at ANY facility.

There are 1,200 Federally Qualified Health Centers that provide the same care PP does – plus mammograms – along with providing other health care services for the entire family.  These are the kinds of legitimate community health clinics in Kansas that legislators want to fund, especially in these tough economic times.

On Feb. 8, Rep. Lance Kinzer (R-Olathe) offered such a ‘defund Planned Parenthood’ amendment to the current 2010/11 budget and it passed the House 91-26. Gov. Brownback’s proposed budget also defunds Planned Parenthood, which nationally made $1.2 billion in profits last year.

The Planned Parenthood national business report recently released shows the embattled agency did more abortions in 2009 than it has done in any prior year.  The 2009 figures show it provided fewer pregnant women with non-abortion services:

  • 97.6 % of pregnant women who went to Planned Parenthood were sold abortions,
  • with a 25 % drop in prenatal care clients,
  • and a whopping 59 % decline in adoption referrals.

In Kansas, state tax money is joined with Federal tax money to pay for the “Title 10 family planning” program.

UPDATE, Feb.10: new move to defund ALL Title 10 money

Anyone– including minors— can get “health” services under Title 10, although it is technically targeted for low-income persons.  (That’s one reason, in the recent video sting of a NJ Planned Parenthood facility, you saw the clinic manager tell the pimp to have his workers say they are students– insuring Title 10 reimbursement.)

Title 10 is not supposed to pay for abortion. It does cover

  • family planning (birth control pills/injections),
  • “related” services like pelvic exams,
  • testing for STDs (sexually transmitted diseases),
  • staff training in these matters,
  • data collection/ research, and
  • information dissemination and community education.

Local Kansas health clinics and Planned Parenthood (PP) businesses are both eligible to get some of this money, but for decades, PP got  all it wanted first.  The check was even mailed to PP headquarters in Overland Park, (which commits thousands of abortions each year) and then supposedly distributed to the PP “family planning” offices in Hays, Wichita and Lawrence (now closed).

UPDATE, Feb.8: This afternoon, Rep. Lance Kinzer (R-Olathe) offered a ‘defund Planned Parenthood’ amendment to the current 2010/11 budget such that any Title 10 moneys yet to be utilized, go to local health clinics, not PP. The amendment passed the House 91-26.  (more…)
