How Kansas' Planned Parenthood businesses get tax money

In Kansas, state tax money is joined with Federal tax money to pay for the “Title 10 family planning” program.

UPDATE, Feb.10: new move to defund ALL Title 10 money

Anyone– including minors– can get “health” services under Title 10, although it is technically targeted for low-income persons.  (That’s one reason, in the recent video sting of a NJ Planned Parenthood facility, you saw the clinic manager tell the pimp to have his workers say they are students– insuring Title 10 reimbursement.)

Title 10 is not supposed to pay for abortion. It does cover

• family planning (birth control pills/injections),
• “related” services like pelvic exams,
• testing for STDs (sexually transmitted diseases),
• staff training in these matters,
• data collection/ research, and
• information dissemination and community education.

Local Kansas health clinics and Planned Parenthood (PP) businesses are both eligible to get some of this money, but for decades, PP got  all it wanted first.  The check was even mailed to PP headquarters in Overland Park, (which commits thousands of abortions each year) and then supposedly distributed to the PP “family planning” offices in Hays, Wichita and Lawrence (now closed).

UPDATE, Feb.8: This afternoon, Rep. Lance Kinzer (R-Olathe) offered a ‘defund Planned Parenthood’ amendment to the current 2010/11 budget such that any Title 10 moneys yet to be utilized, go to local health clinics, not PP. The amendment passed the House 91-26. 

ABORTION TIES
“Money is fungible” means that any business that can rely on a steady stream of government income for some part of its operation, is helped to stay in business because they can direct their resources to other expenses.  By looking at the list (above) you can see all the expenses that PP can write off as qualifying for Title 10, freeing up money to promote and provide abortions.

Unlike PP doctors, those at the local county health clinics are providing a wide range of critical services for women, men, and children, beyond the “reproductive” area.  So, while the federal government mandates contraceptive funding, at least we can direct it to keep the local clinic doors open, to help the indigent receive care.

For the past 3 years, the Huelskamp/Kinzer budget amendment was passed to insure that Title 10 money went to those local clinics, not PP.  However, Governors Sebelius and Parkinson vetoed the amendment all 3 years.

The 2011/2012 state budget proposed by Gov. Brownback includes the Huelskamp/Kinzer redirection of Title 10 money to local clinics, not PP.

Congressman Mike Pence (R-Ohio) is working to specifically defund PP at the federal level. Other U.S. House bills to prevent abortion from being paid for by tax monies are having hearings today and tomorrow.

Americans don’t want their taxes to help an immoral business.  The more access to women PP has, the greater their ability to steer women to get abortions.  And of course the sale of abortions feeds their profit margin, allowing them to hire lobbyists to push for more tax money!

In fact, decades of alleged massive fraud in Title 10 & Medicaid billings by PP in New Jersey, Washington and California has fueled litigation in various stages and at least one settlement.  Planned Parenthood must be defunded.
